Measure the number the quote actually uses.
Interior surface area means footprint plus walls: footprint + perimeter times average depth. A 16 x 32 pool can have a 512 sq ft footprint and about 992 sq ft of interior surface.

By hand
Tape works for rectangles; a wheel works for curves.
For rectangles, measure length and width at the waterline. Add the four sides for perimeter, and average shallow plus deep depth.
Pros use a measuring wheel around the waterline. An analog wheel can work where tapes and digital wheels struggle, especially on steps, benches, and freeform curves.

How do I measure a kidney-shaped pool by hand?
Measure perimeter with a wheel or string, break the footprint into simpler shapes, and accept it is an approximation. Curves are where tracing earns its keep.
What average depth should I use?
Shallow plus deep, divided by two. Play pools with shallow ends and a deeper middle often average 4.5-5 ft.
Do contractors measure before quoting?
Good ones verify on site. Measuring first gives you the numbers before that conversation starts.
